Its location on marshy ground along the Potomac riverfront, and the mists that arose from this swampy setting have given this neighborhood its unusual name. In the city's early days the area was a port. In 1800, when the federal government first set up shop here, the papers of its 130 employees arrived by ship at a dock owned by George Washington's personal secretary, Tobias Lear. The circle laid out in the L'Enfant Plan at the intersection of Pennsylvania and New Hampshire Avenues and 23rd and K Streets became Washington Circle, a busy traffic circle in the middle of which is the first memorial to Washington in the city — a striking equestrian statue of the general by sculptor Robert Mills that was unveiled in 1860.

Within a few years Foggy Bottom became the site of the city's light industry, including breweries, gas works, and a glass factory. These attracted German and Irish immigrants, as well as African American workers, who lived in narrow brick rowhouses, some only one room wide and two rooms deep. Within a tiny historic district, a quiet enclave of only a few square blocks, these working class homes are still preserved. The presence of the black community can still be seen in St. Mary's Episcopal Church at 728 23rd Street, an historic African American church built in 1867 and designed by James Renwick, architect of the Smithsonian and the Renwick Gallery; and Stevens Elementary School, at 21st and K Streets, one of the first public schools in the city for African Americans.

Foggy Bottom today is the home of major institutions, including the John F. Kennedy Center for the Performing Arts; the bustling campus of the George Washington University, which moved here in 1912; the State Department; the Department of the Interior, which has a museum featuring Native American exhibits; and the National Academy of Sciences, at Constitution Avenue and 22nd Street, which is graced by a charming outdoor statue of Albert Einstein by sculptor Robert Berks, who also designed the imposing bust of President Kennedy in the Grand Foyer of the Kennedy Center. A number of international organizations also have their headquarters here, among them the World Bank, and the Pan American Health Organization. At the International Monetary Fund, at 700 19th Street, a permanent exhibit, Money Matters, tells how the international monetary system affects our lives. And along Virginia Avenue are statues honoring the Latin American heros Benito Juarez, Simon Bolivar, and José de San Martin.
